Baley Project Management & Construction Inc. (Baley Project Management) has been breaking ground in the construction industry since its incorporation in the Federation of Saint Kitts and Nevis on 25th January 2016.
The company has served as project manager for major projects affiliated with corporate businesses and banking institutions in the Federation, including the renovation and rehabilitation of the Longstone Building in Charlestown, Nevis.
Our company has never been involved in any litigation, arbitration or mediation disputes.
My vision for Baley Project Management and Construction Inc. straddles the short, medium and long term. I intend to build a niche by providing exceptional project management services for construction projects.
I recognize the importance of a dedicated professional with a particular skillset as a requirement for: managing general contractors and tradesmen; sourcing and providing construction materials; and ensuring timely progress during the stated life of the project while adhering to a construction budget.
To fulfil my vision and that of Baley Project Management and Construction Inc., I utilize the services of talented, tradesmen including, but not limited to painters, carpenters, masons, electricians, plumbers, air conditioning technicians, counter-top fabrication installers, tile setters, welders and the installation of security cameras.

The Managing Director of Baley Project Management & Construction Mr. Sunil Baley is well qualified and brings a wealth of experience to competently deliver project management services in the construction industry.
Always striving to be on the cutting edge of the industry, he continues to upgrade his education. In addition to a Bachelor of Science in Architecture, a Master of Science in Construction Management and Engineering, in 2016 he became a member of the American Academy in Project Management, having successfully completed a Certificate in Master Project Manager’s Programme.
Sam Baley serves as the company’s Director with the responsibility of overseeing human relations, administration and resolving human resource issues on behalf of Baley Project Management & Construction Inc. In his capacity, he plans, directs and coordinates the administrative functions of the company. Additionally, he oversees the recruitment of staff and serves as the link between management and its employees.
Dr Debbie-Joy Huggins is a specialist Dermatologist and Managing Director of Huggins Medical Ltd, a modern Dermatology and Medical Center offering advanced and traditional dermatology services in addition to Specialist Orthapaedic and Urology specialities.
Dr. Huggins brings over 18 years of entrepreneurial and management experience and is the owner of Renu Medispa, a health and wellness spa center offering innovative and high-end body and skin wellness treatments. She is the Chief Executive Officer of Avril Enterprises, which provides real estate, property and project management services.
Dr. Huggins received her BSc in Biology at University of the Virgin Islands and her medical education at The University of the West Indies and specialty at Cardiff University in Wales.
She holds a Masters degree in Public Health and a post graduate Diploma in International Health Management from The University of Liverpool. She is presently completing her certificate in interior design and landscape and gardening design.
She enjoys reading, traveling, gardening and spending time with her daughter.
Dean joined the company in 2018 and is a self-proclaimed lover of drafting and designing. He earned an Associate Degree in Architectural Design Technology from the Clarence Fitzroy Bryant College and intends to further his education in this field.
Creating and maintaining comprehensive project documentation, plans and reports;
Assisting the Project Director in the review of Contractor quotations to ensure that only fair and reasonable pricing is recommended for approval;
Ensuring clients needs are met as the project evolves;
Help prepare project proposals, time frames, schedules & budgets; and
Monitor and track project progress and handle any issues that arise.
Dean is an avid lover of sports.
In 2019, April captured the Michael Leader Award for the Best Student in Architecture at the Clarence Fitzroy Bryant College. She brings a valued skillset to our team!
Sharifa has an established track record of working at board level in a corporate environment and being part of the senior management teams at prominent companies in the Federation. She is a dedicated and enthusiastic finance professional with over 10 years’ extensive experience in managing, leading finance and accounting teams. Ms. Browne possesses knowledge of various financial best practices, including credit control, tax reporting, budget handling and forecasting.
Ms Browne holds a Bachelor of Arts degree in Accounting (Hons) from the University of the Virgin Islands. Currently she is pursuing a master’s degree in Business Administration with concentration in Project Management from Devry University and pending the completion of the professional level with the Association of Chartered Certified Accountants (ACCA).
At Baley PMC Inc Ms Browne is primarily responsible for managing and verifying the accuracy of the accounting records, preparing the financial statements, preparing the annual budget, tax returns and credit control.
Hardai Baley is the Office Manager for Baley PMC Inc. She has been employed since its inception in 2016. Ms. Baley has an Associates Degree in Office Administration & Management Studies.
Assist in developing and implementing company policies and procedures;
Maintain accounts payable, receivable and billing to clients; and
Provide support to the Managing Director.
One of Hardai's greatest accomplishments was when she entered the National Carnival Queen Pageant as a pageant newbie and successfully being crowned the National Carnival Queen 2019-2020. She entered this pageant to overcome her fears of being shy and speaking in front of crowds.
In her spare time Hardai enjoys dancing, going to the beach and the movies. She is a member of LEAP. Her favourite genre of music is soca, Patrice Roberts is her favourite soca artiste and Fast & Furious is her favourite movie series.
